We identify the expectations that all of the involved parties have with regard to the project result. It is important to identify the requirements very early in the process.

During the definition phase it is very important that all partners that are involved in the project are able to collaborate. Finally, a list of definitive requirements is created and presented for the approval of the projects decision-makers. After approving the requirements list the next phase begins.
